Reconstruction of wastewater treatment plant, including construction of sludge dewatering facility

1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business issue of August 5, 2014.

2. The Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Urban Infrastructure Project (UIP2), and it intends to apply part of the proceeds of this loan to payments under the contract for “Reconstruction of wastewater treatment plant, including construction of sludge dewatering facility”,No. TER-ICB-01.

3. The Utility Company “Ternopilvodokanal” now invites sealed bids from eligible bidders for Reconstruction of wastewater treatment plant, including construction of sludge dewatering facility.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014, and is open to all bidders from eligible source countries as defined in the guidelines.

Qualification requirements for bidders, including members of joint ventures, subcontractors or vendors:

Average Annual Turnover: Minimum average annual turnover of nine million US dollars (US$ 9 million) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years prior to the deadline for bid submission.

Financial Resources: The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

(i) the following cash-flow requirement: two million two hundred thousand US dollars (US$ 2 200 000); and

(ii) the overall cash flow requirements for this contract and its current commitments.

General Experience: Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last six (6) years prior to the bid submission deadline, and with activity in at least nine (9) months in each year.

Specific experience:

(a) Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last six (6) years prior to the deadline for bid submission , each with a value of at least ten million US dollars (US$ 10 000 000), that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.

(b) For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities:

- construction/reconstruction of municipal wastewater sludge treatment facilities.

- Construction/reconstruction of utility wastewater treatment plant with the capacity of not less than 50,000 cu. meters/day

- Design of utility wastewater treatment plant

Litigation History: All pending litigation shall in total not represent more than fifty percent (50%) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below (1) and upon payment of a nonrefundable fee UAH 13 500 (thirteen thousand five hundred Ukrainian Hryvnia) or in USD $500 (five hundred US dollars). The method of payment will be bank transfer to account (1). The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the address (1) below.

7. Bids must be delivered to the address below (1) at or before 12:00 noon local time May 26, 2016. If required, all bids must be accompanied by a bid security at least two hundred sixty thousand US dollars (US$ 260 000) or equivalent in a freely convertible currency.Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below (2) at 12:00 noon local time May 26, 2016.
